Aggregated Burstable 95th
You use first and pay afterward by month. If you have a base commit rate, you need to pay that part first. The system samples the peak bandwidth of all your instances in one bandwidth cluster of a city each month, and discard the top 5% of the samples. The highest value left is taken as the billable bandwidth.
Note
For this kind of network billing method, the instances calculated in a bandwidth cluster are located in only one city.
Please distinguish from the Regional Aggregated Burstable 95th. The instances with this kind of billing method are located in a more broad region, covering several cities usually.
There are 3 kinds of aggregated burstable 95th billing models:

Burstable 95th tiered pricing | 95th percentile bandwidth usage of all instances in one bandwidth cluster | The price per bandwidth unit you have used is within a particular price range. Once you fill up one tier you move to the next. |
Burstable 95th with commitment | 95th percentile bandwidth usage of all instances in one bandwidth cluster | You pay the bandwidth commitment first and usage exceeded the base commit rate will be post paid by Mbps. |
Note
You will not be billed for a bandwidth cluster if no instances are added in.
